Division Responsibilities
The Building Division is responsible for the application and administration of State and local building regulations. These minimum standards are designed to safeguard life, health, property, and public welfare by regulating the design and construction of all buildings and structures within the City of Lemon Grove.
The Building Division provides a full range of plan review, permit processing, and code compliance inspection services for all residential and commercial development within the City.
Department Responsibilities
- Inspect buildings during construction
- Process building permits using the 2013 versions of the California Building Code (which adopted the IBC, UPC, UMC, and the 2008 NEC) and the Title 24 Energy and Disabled Access Regulations
In accordance with Chapter 12.10, Building Permits valued over $15,000 may require public street dedication towards the ultimate right-of-way width in accordance with the General Plan Roadway Circulation Plan Figure M-1. Residential Collectors require a 56 foot public right-of-way width. Building Permits valued over $25,000 may require full street improvements along the street frontage.

**Reminder, property owner authorization is required for all permit application submissions. Written authorization from the property owner is acceptable. Corporate owners require proof of authorized signatory (must be recorded documentation).
