The City of Lemon Grove conducts elections on the first Tuesday (after the first Monday) in November of even-numbered years.  The next election will be on November 2024, to elect two City Councilmembers and a Mayor.

The next general municipal election for the City of Lemon Grove will be held on November 5, 2024. Positions up for election – One (1) Mayoral and Two (2) Councilmember Seats. The nomination period is open Monday, July 15, 2024  at 8 a.m. through Friday, August 9, 2024 at 5 p.m. 

The City Clerk's office is open Monday through Thursday from 8 a.m. to 6 p.m. for appointments. City Hall is closed on Fridays. The City Clerk will be available on Friday, August 9, 2024 from 8 a.m. to 5 p.m. by appointment only. 

The Candidate Nomination Period is July 15 - August 9, 2024. If you are interested in running for office, please send an e-mail to jpablo@lemongrove.ca.gov or by phone, at (619) 825-3841 to make an appointment to pull nomination papers.

If the incumbent City Councilmember fails to file, the time frame will be extended for five days or to August 14, 2024 at 5:00 p.m. 

 Candidate Eligibility

  • A candidate must be a United States citizen; and
  • 18 years old on or before the election day; and
  • Be a registered voter within the City of Lemon Grove and otherwise qualified to vote for that office at the time nomination papers are issued to the person. (The City Clerk will verify voter registration with the County of San Diego Registrar of Voters.)
  • Not have been convicted of a felony involving accepting or giving, or offering to give, any bribe, the embezzlement of public money, extoration or theft of public money, perjury, or conspiracy to commit any of those crimes. (Elections Code Section 20).

 Candidate Fees

Candidates who choose to have their "Candidate Statement of Qualifications" printed in the sample ballot issued by the County Registrar of Voters must bear the actual cost of printing and distribution.  Candidates who opt for this printing are required to pay the fee when the nomination paper and forms are filed with the Lemon Grove City Clerk.

Filing Fees. A filing fee of twenty-five dollars is established for a Candidate's nomination papers for City Elective Office. The filing fee shall be paid to the city clerk by each Candidate for a City Elective Office at the time the Candidate's nomination paper is filed with the city clerk, in addition to the Candidate statement fees determined in February of each odd numbered year. The city clerk shall de-posit all fees received into the general fund. All filing fees and Candidate statement fees are non-refundable. (Government Code Section 10228). (Ordinance No. 453)

 Forms Required when Filing for Candidate Nomination

In accordance with State law, candidates are required to complete designated forms when filing for candidacy.  

  • Ballot Designation Worksheet.
  • Candidate Statement of Qualifications (optional)
  • Form 700 – Statement of Economic Interests
  • Nomination Paper – with signatures of 20 City of Lemon Grove registered voters (the City Clerk will verify the voter signatures on the nomination paper with the San Diego County Registrar of Voters)

Fair Political Practices Commission

Campaign Contribution Limit

The Lemon Grove City Council campaign contribution limitation for 2023-24 is $1,170.00 (Resolution No. 2023 - 3966). No person other than a candidate and no campaign treasurer shall solicit or accept, any contribution which will cause the total amount contributed by such person annually (calendar year), to exceed $1,170.00.

 Salary and Benefits for the Mayor and City Councilmembers

  • The Mayor receives a salary of $1,405.21 per month.
  • Each Councilmember receives a salary of $803.00 per month.
  • Additional benefits include $50,000 life insurance; medical, vision, and dental coverage.

 City Council Meetings

Meetings are held on the first and third Tuesday of each month, commencing at 6:00 p.m. in the Lemon Grove Community Center at 3146 School Lane.  Special meetings are called as needed.

 City Council Appointment to Regional Boards and Commissions

Positions on San Diego County regional boards and commissions are appointed by the Mayor and ratified by the Council.

The Candidate Nomination Period is July 15 - August 9, 2024. If you are interested in running for office, please send an e-mail to jpablo@lemongrove.ca.gov or by phone, at (619) 825-3841 to make an appointment to pull nomination papers. Candidates must then collect 20 to 30 signatures from registered Lemon Grove voters to qualify for candidacy, and submit required documents.

Nomination Papers may be obtained from and returned to the City Clerk by appointment only, from July 15, 2024 through August 9, 2024 at 5:00 p.m.

  • If the incumbent does not file by the August 9, 2024 deadline, the filing period will be extended to August 14, 2024 at 5:00 p.m. for non-incumbent candidates.

Ordinance No. 453: The Lemon Grove Municipal Code provides the following direction regarding election signs.

§ 9.08.100 Election signs.
In conjunction with Chapter 18.12 (Signs) of the Lemon Grove Municipal Code, this section is specific to election signs.

A. All Candidates and Committees are required to obtain a sign permit at no cost to place signs of any kind within the city boundaries. The sign permit will provide the candidate with a list of city-approved locations to place signs, and a city staff contact and phone number.

B. All signs will follow the state guidelines on reporting "Paid for by Committee Name" at minimum and Committee Number issued by the Secretary of State will be included on all signs and mailing materials by all Candidates and Committees within the city boundaries.

C. Timing, Removal. Placement of signs shall be made no earlier than sixty days prior to the election. All signs shall be removed within five days after the election. If any sign is not removed within the specified time period, the city may remove and destroy or otherwise dispose of the sign without liability whatsoever to the city.

Qualifications

Candidate Eligibility

  • A candidate must be a United States Citizen; and
  • 18 years old on or before the election day; and
  • A registered voter living in the City of Lemon Grove at the time nomination papers are issued (The City Clerk will verify voter registration with the County of San Diego Registrar of Voters.)
  • Have no Felony Convictions. A person is disqualified from holding an office upon conviction of designated crimes as specified in the Constitution and laws of the state. (Government Code Section 1021)

Voter Registration Information
Residents may register to vote at any time. If a qualified voter is not registered to vote and wants to vote in a particular election, the qualified voter must register at least 15 days before that election.

  • Voter registration requirements: U.S. Citizen and 18 years of age on or before election day.
  • Voter registration forms are available online at the San Diego Registrar of Voters website. Citizens can fill in the registration form on-line, print and sign, and mail to the Registrar of Voters.
  • Voter registration forms are also available at the City Clerk’s Office, U.S. Post Offices, public libraries, the Department of Motor Vehicles, and other public buildings.
