Introduction of Ordinance No. 465

City of Lemon Grove Ordinance No. 465 amends language to Chapter 18.27 of Title 18 of the Lemon Grove Municipal Code (LGMC), entitled “Alcoholic Beverage Sales.” Ordinance 465 proposes to update the following sections in the LGMC by adding language to existing sections of the LGMC, define certain terms used for off-sale establishments that sell alcohol, further clarify existing definitions and provisions, ensure operating standards and requirements are understandable, and adding a new section: “18.27.130 – Enforcement.”

The City Council of the City of Lemon Grove invites sealed bids for the FY 2022-2024 Street Rehabilitation Project (Contract Number 2025-05).  The project consists of furnishing mix designs, cleaning pavement surfaces, providing traffic control and storm water pollution prevention devices, mixing and applying various pavement treatments, protecting the completed treatments until set and application of traffic striping.

NOTICE IS HEREBY GIVEN pursuant to Government Code section 6066 that the Lemon Grove Sanitation District Board will hold a Public Hearing on July 2, 2024 at 6:00 p.m. at the Lemon Grove Community Center, 3146 School Lane, Lemon Grove, CA 91945 to consider authorizing Sewer Service Charges for the Lemon Grove Sanitation District to be collected on the San Diego County Property Tax Roll for Fiscal Year 2024-25.

The purpose of the hearing is to consider all written protests against approval of the Engineer’s Sewer Charge Report (“Report”) for Fiscal Year 2024-25 and transmission of said charges to the San Diego County Auditor and Controller for collection on the property tax roll. The Report contains a description of each parcel receiving sewer services and the amount of the charge for each parcel. The Report was filed with the District Clerk and is available for viewing at Lemon Grove City Hall, 3232 Main Street, Lemon Grove, CA 91945, or online at https://www.lemongrove.ca.gov/our-government/public-works/sanitation/.  Summary of Proposed Ordinance 
 Lemon Grove Sanitation District 

Lemon Grove Sanitation District Ordinance No. 34 amends Sanitation District Ordinance No. 32, Article III, Sewer Service Charges, adopted on June 1, 2021. Ordinance No. 32 established sewer service charges for Fiscal Year 2021-22. Sewer service charges were unchanged for Fiscal Year 2022-23. Ordinance No. 34 establishes methods for calculating residential and commercial charges for FY 2024/25 to 2027/28.  

Sanitation District Ordinance No. 34 establishes the sewer service charge upon each premises within the District that discharges sewage into the District sewer lines. The sewer service charge is based on three components: (1) the District’s annual cost to provide customer service functions and collect and transport wastewater, (2) the District’s annual cost for wastewater treatment and disposal as fees paid to the City of San Diego for capacity and use of the San Diego Metropolitan Sewer System, and (3) the District’s share of the regional Pure Water San Diego Program. Formulas are determined for annual sewer service charges for residential units, commercial/industrial business units, and commercial/industrial facilities. 

The Ordinance was introduced after a hearing at the June 4, 2024 Lemon Grove Sanitation District/City Council meeting and is scheduled for adoption at the June 18, 2024 Sanitation District/City Council meeting. The levy of new charges are proposed to take effect on July 1, 2024 in the manner allowed by law. A copy of the Ordinance is on file and available for review at the Office of the City Clerk at 3232 Main Street, Lemon Grove, California.
